[F] listClients
function listClients(context): SdkClient[]List all the clients. If the user has not explicitly defined any clients, we will treat the first namespace with service decorator as the root client. If this root client has no operations or sub-clients, we will still return this empty root client. This behavior is different from sdkContext.sdkPackage.clients, which will not include empty clients. TODO: We will consolidate SDKClientType and SDKOperationGroupType in the future. After that, we will list all clients and operation groups in this function instead and the behavior will be consistent.
