Reference to a ruleset defined in a yaml file. In this format file:<path to the yaml file>. A relative path is resolved relative to the file declaring it (tspconfig.yaml or another ruleset file). Only valid in tspconfig.yaml or in another ruleset file, not in a ruleset defined by a library.
